How does one gain access to the upper level of Blackstone Keep?

Simple way is to use a portal scroll and target the pointer of portal scroll to the top of the wall, then go to maiden celler and port up there...

there is also a couple doors that if you can open them, gain you access to the walkway.
but the easiest is what skyblues mention, portal
