Question about mounts on BSK

Is mount only usable by Paladin on the server?
I could not find any information on this in the Introduction and Guidelines using the search. Is it explained somewhere?

Currently, it is Paladin perk. The town that used to have them was taken out when I re-organized the module. I will see about adding them back in.
