Vapor Hawk Quest Do Loop

I put this bug on the forum back in September of last year. Must have got missed.
One of my PC's can't finish the Vapor Hawk Quest. I get the feather, the lady in the trailer takes it, I get no reward and when I talk to her again she asks for the feather!! Anyway this can be fixed? The toon is 40 now so not a big problem. Some way to clear all the quests a quest giver offers?
