Think it is possible you need to reset your firewall settings for NWN to be allowed access. Sometimes firewalls make multiple settings for a program and this increases your ping expodentially. No you can not you have to give it back to the owner if it does happen, but there is already a script in place that when you disarm someone else it goes back into their inventory or at least it should.
